The Pursuit of Strategic Excellence with JurongHealth Campus' Balanced Scorecard
At the Managers Engagement Forum (MEF) on 22 September 2023, Ms Elaine Goh, Deputy Director of Corporate Planning and Performance Management, shared the significance of the JHC Balanced Scorecard (BSC) and the pivotal role in steering the organisation towards our strategic goals.
1. Connecting Strategy and Metrics

The Balanced Scorecard serves as a bridge between strategy and measurement, allowing us to meticulously track our journey towards our goals. It remains an essential tool for monitoring progress.
2. Incorporating Strategic Priorities
​
JHC's BSC uniquely integrates both cluster and institutional priorities. These priorities, derived from annual strategy development processes at National University Health System (NUHS) and JHC levels, align seamlessly with NUHS's comprehensive 5-year plan, ensuring a harmonised approach to goal setting.
Focused Key Priorities and Key Performance Indicators (KPIs)
Within the BSC framework, JHC has identified 14 Key Performance Indicators (KPIs) across six Priority Areas, under three key strategic thrusts. Notable among these KPIs are those that extend across the cluster such as Patient Experience Score and Employee Engagement Score.
The BSC's focus is categorised into the following three key strategic thrusts:
Improve patient experience and ensure high reliability care
Support the well-being and development of our staff
Deliver appropriate and value care; optimise use of resources
Last but not least, Ms Elaine Goh highlighted the importance of continuous tracking of BSC performance trends, enabling data-driven decision-making by the management. Results will be transparent, and communicated throughout the organisation, fostering a culture of collaboration and excellence within the departments.
